TALLAHASSEE, Fla. -- Gov. Charlie Crist said Monday that officials don't yet have an estimate of what it's going to cost to clean up Florida's beaches and waters if a massive oil spill reaches the state.

Crist, though, said Monday that Florida would send the bill to the "responsible party" -- BP PLC, the oil company that drilled the leaking well in the Gulf of Mexico.

Crist said he shared the frustration of local officials who are worried about not having enough floating booms to protect their beaches.

The governor, though, said Florida would "have to do the best with what we have."

Crist also signed an executive order declaring a state of emergency in 13 more Gulf Coast counties, from Franklin in the Panhandle to Sarasota in southwest Florida.

The state's top emergency management chief on Sunday said Florida was gearing up to respond to the spill in the same way it would a Category 4 hurricane.

"Until they stop the leak, it's coming," said David Halstead, director of the Florida Division of Emergency Management. "It's a matter of when, not if."

Some experts were concerned that if the oil isn't contained and the underwater well continues to spew unstopped, it could grow so large that it may be sucked with the currents down around the Keys and right up the East Coast.

"There's a real potential there, a big problem," said Duke University biologist Larry Crowder.

The Gulf's waters come through the Yucatan Strait between Mexico and Cuba, then circulate in what's called the Loop Current, before sweeping south along Florida's west coast. There they head into the Florida Straits and pass along the string of islands that make up the Florida Keys eventually to form the Gulf Stream, the world's most powerful sustained ocean current. The force sweeps up the East Coast of the United States before ending in the North Atlantic.

"The biggest concern I would say from a Florida perspective is that once the oil gets entrained on the Loop Current it will be on the East Coast of Florida in almost no time," Graber said. "I don't think we can prevent that.

It's more of a question of when rather than if."
